Launch Regen 0.97D with VDP Debbugers actives?

Hello everyone,
I'm trying unsuccessfully to start regen 0.97D with "VDP debugger" and "VDP layer select".
Does anyone know if this is possible?
In the "regen.ini" file there are several options to start the program, I even noticed that each tag is related to a menu item, such as [video], [misc] and so on. But there is no [Tools] tag, I tried to add it but without success.
Does anyone know if it is possible to do this?
I use the emulator a lot. I prefer it to gensk for debugging vdp

I think 0.97D version just has debugger already working.
No need to put any flag into .ini file.

Forgive me for taking so long to respond, I only saw this now.

I expressed myself poorly above, when I say "active", I mean already opening the program with the "VDP debug" window open. In other words, already opening the program with some debug windows open.
