Ah, I get it. Although I don't remember the scene you're referring to in Sonic 3.

How do you suppose they pulled off the rotation when sonic turns? Replace the whole area of tiles? It's hard to say in the video how many frames it takes for the rotation to complete.

I would say they change tiles too, if the floor is only 2 colors then they could store 4 frames in a single tile which help a lot to change them quickly.
