make.. nothing to be done

before making you lose time.. I'm trying randomly by myself... I copy&pasted some crappy code from idontknowhere and saved into test.c, set up the path to bin directory for my xgcc and when I enter "make test.c" or "make test.c rubbish.bin" it says me

C:\xx\my>make test.c ciao
make: Nothing to be done for `test.c'.
make: *** No rule to make target `ciao'. Stop.

help!!!!!!
