I have created a tool for mixing colors of the basic 9-bit Mega Drive palette:

Output compatible with SGDK

Note:
Shadow/highlight colors are currently not supported.
Repository contains sources and a windows build.

Try the executable, but:

This application failed to start because no Qt platform plugin could be initialized.
