One more remark on lowering FM volumes using TL on operators, it must be done proportionally, decreasing the same ammount of each TL on slots until they reach the minimum volume, so say if you have one slot volume higher than the other one, once the lower reach minimum you have to keep lowering the higher volume one. If you just set both to the same value in order to lower both at same time you will distort the instrument sound.

Regarding FM samples, sure it must be possible, considering they could play samples through tone generators like SMS and even PC Speaker. The quality will probably be very poor but might be able to generate nice Sound FX.

The quality is not very poor, at least not in one game that can do it through OPL3 (Pinball Fantasies)
