Are there any kind of limitation to the kind of colors I can use in my palette when shown on a NTSC or PAL television? For example, I seem to remember pure red being a no-no since red bleeds terribly onto adjacent pixels, and the main sprite in Goplanes is almost pure red.

Both blue and red bleed into others. Green has the least bleed.
On PAL you wont have wuch problems on that regard, same things happen but results are a lot softer.
