Please test this ROM : http://www.hot.ee/tmeeco/SPDTEST.BIN on your Mega Drive, Genesis or any compatible system !!!
It will roughly measure the speed of your MD/G 68K CPU, the higher number you get, the better the performance.
My MD2 results:
Model: MK-1631-50
68000: Hitachi HD68HC000CP8
PAL, no OC : 22061
NTSC, no OC : 18464
PAL, 10MHz : 28826
NTSC, 10MHz : 24127
Note: PAL version of any particular game should always be better than its NTSC counterpart !!!

I might be able to test later with my Super Magic Drive, but I haven't had my Genesis on in a while and so I'll have to hook it up again.
And yeah, PAL systems get more cycles per frame but less frames per second. I'm not sure if the Genny is the same way, but the NTSC C64 is actually slightly faster than the PAL C64 in terms of raw CPU speed, even though PAL systems can do more before the next frame starts.

The difference in clock is very slight ~0.06MHz. I want to see the numbers of NTSC system, how much is the difference.
PAL has less frames per second, but if a game is programmed for PAL, it will be superior to NTSC version, due to the fact, that less ints/sec provides around 1MHz of extra speed comparing with NTSC system. As much I have played various games in PAL config, they won't lag, or lag very slightly. Start sonic3 in PAL, and switch to NTSC then, you'll see what happens if game uses all the gap between 2 frames. NTSC game in PAL would slow down as it is not meant to be played at 50Hz, hence the slowdown, but it won't lag.

I told you that because my momad don't run @ 60hz some games properly :
PAL Light crusader => wierd crash during EVERY boss battle
PAL Sonic1 or 2 (i don't remember) => Horrible lag (like missing one frame out of two) at some points.
Its maybe because of the 0.06mhz, i did know it was a so little difference, who knows ^^.
Yeah, in MightyMightyMissile, i had to develop the game on ntsc first to be sure it was ok on both.

I don't have SCD/MCD yet, and I haven't mastered MD yet, so there won't be any such version When I make its source available, MoD will make something out of it, so you can upload it to MCD/SCD through his transfer suite.
