Massive "General Error" pages

This has been going on for several months now. 99% of the time I get this type of a message when trying to access the forums :
Only today I was actually able to log in, albeit it took a few refreshes, and I could even get to the point of trying to write a post. What is the cause of it ? All the AI scrapers overloading the place ?
