5 years later, I finally released a new version
No more MSVC dll needed

Note I plan to update it again, to suit my needs for my current projects.
Sorry, I can't take the time to write a good tutorial nor doc.
Be free to write one if you want, I'll add it to the repo or put a link somewhere.
Same thing if you want to make it cross platform.
I use MS's BITMAP and ANI header so it'll need some work but it'll be welcome if you need it
WARNING : you should better use SGDK's rescomp, it's the official resource compiler
