It doesn't cost anything to run a kickstarter, you just have to do the advertising yourself, then when you get the money, you pay for manufacturing. I would imagine the system is universal worldwide in that regard.
Like I mentioned before - I'd be happy to publish and profit share, but you want to sell the IP, which isn't always an easy sale. You estimated 200 copies easily, but it's not that simple. Anyway, if you change your mind, my publishing offer still stands and we can work out the details.
