Believe it or not, 4 years after the original TFI2EIF tool:

It does the reverse process: converts an Echo instrument into TFM Maker's format. I made it because I got tired of having around Echo instruments I couldn't mess with in an editor, especially in the cases where I lost the original TFI source or when the instrument was extracted from elsewhere (I have some instruments from a MDX file and those are easier to extract as EIF than as TFI).
So huh yeah. There you go. (and yeah, this means I still mess with Echo regularly, as unmaintained as it may seem)
