Generating 15 colour palette friendly gradient backgrounds

I was wondering what the best tool would be to create 15 colour friendly gradients. I've used dithering in gimp on a pre-created gradient but would like to find a graphics package that does it with only 15 colours within the genesis 9 bit colour range?

I guess I'm asking for a lot and will have to write my own tool?

Check the Tools forum. You'll find stuff like the Retro Graphics Toolkit:

Everybody starts somewhere. I'd suggest spending a little extra time looking at old threads here - you'll find lots of great threads on hardware, all sorts of demos and examples with code, and of course a variety of tools that may or may not be useful. It's worth the time if you're serious about working on MD/CD/32X homebrew.
