Options:

MinGW or Cygwin - tools only.

Xilinx Webpack Licence - to work on the VHDL.

Install either to be able to build the FPGALink and other tools.

Consider using some form of Linux for your dev work though - even a Raspberry-Pi would suffice.

I have a local build for win64 which needs some debugging because the behaviour of the Windows non-blocking I/O used in the GDB bridge is different from on Linux by the looks of it. Getting it working on Windows is not rocket-science though, it just needs someone with the time to work on it.
