I'm not familiar with the Gen sound side, but I was wondering if it would be possible for xgmtool to make music quieter? A feature to scale the volume down. "-volume 70" to put it at 70%, etc.
I know PCM transformations are easy, but not sure about the chiptune chips.

Unfortunately no, that is not possible right now.
I'm thinking about developing a XGM v2 driver which can handle music volume (FM/PSG but not PCM) but the current version cannot do that.
What you might try is to find a VGM tool which allow to change volume of Megadrive VGM music (and so replacing correctly all FM register setting for that)... not sure that exist though :-/
