Yeah, if you've dealt with TTL and CMOS chips before, you'd know that they NEVER come close to 4V on the signal levels, even if Vcc is 5V. You're lucky to see 2.5V on most TTL, and maybe 3.5V on CMOS. You need specially designed chips to get close to 5V, and they charge more and tell you specifically when that's how they're designed. The MD-Pro flash cart also uses 3.3V flash directly without level shifters. It's HARD to get 5V flash these days - it's all discontinued, so you have to hunt for folks with old stock. The last time I found 5V 1Mx16 flash chips, I bought eight of them.
