did you think the speed of a Pic is enough for simulate the logic ?
i have a PIC12F629 with 128 octets of Eeprom storage ( same as mode 1).
and with krizz doc and Genesis Plus GX Eeprom code it will not really hard to write this.

Microchip still sells serial eeproms. I had a quick look at the datasheet of the 24C01 and it seems to operate very similarly to a newer 24xx01 - you may be able to use that.
