Exodus is a cycle accurate Genesis/Mega Drive emulator with a focus on accuracy and you'll need a very fast system to run it. Sadly, your system isn't up-to par.

There are minimum system requirements listed on Exodus' website.

Not really, but generally people prefer Windows 7 over Vista. Same many prefer 7 over 8.

That error tells me the chances of Exodus working on XP x64 is slim to none (even though the system requirements say Windows XP or above), you'll probably need Vista x64 and higher (preferably Windows 7 x64).

Okay, I've been testing X-Men 2's starting random character behaviour. On hard reset it's always Psylocke and on soft reset it's always Gambit. Anyone else confirm?

Are you using the stock cooler, third-party cooler or water? What FPS are you seeing on Sonic 2? I can get full speed in a few games, however using Sonic 2 as a benchmark the FPS dips to 48 at its lowest on stock CPU clocks. So, really not too bad. At 4.3GHz with 1.3~ voltage? Nice! That decides me, there's a i7-3770K in my future (along with a Maximus V and a Noctua NH-D14). :P

I suspect no AMD CPUs at stock clocks will be able to get full speed (maybe Piledriver overclocked to 5.0GHz). I still can't even when overclocking this X6, so yeah. Intel's probably the best bet for full speed. ;)

That's what I thought it was. :P Can't you disable all turbo/power saving options in the BIOS and/or perhaps the RAM timings?
