Umm, yes you can. I've done it on both. Use the DirectX 9 Redist found on Microsoft's site.

Well... If we look from different angle, Kega compared to ZSNES emulator. Both emulators not perfect, uses hacks, not cycle accurate VDP, etc. Exodus has same targets as BSNES\Higan - emulate console accurately as possible, without hacks, and no matter how many resources it need. I'm thinking maybe you'd get maybe 15 to 30 FPS max on that hardware, depending on the game. Exodus requires a quad core processor at least.

I might try Exodus in my Wine x64 setup and see what FPS I get there.
